Integrated Community Sustainability Planning

The Sustainable Kingston Plan is an example of an Integrated Community Sustainability Plan (ICSP). In 2005, the Federal government introduced Gas Tax Agreements with the provinces to share a portion of gasoline revenues, which were to be transferred to municipalities conditional upon the preparation of ICSPs – overarching documents to align municipal plans and policies under one integrated decision-making framework based on the four-pillar model of sustainability.

According to The Natural Step Canada, ICSPs are as much about process as they are about plan creation. The end result is more than a document: it is an on-going process of engaging stakeholders in the community in co-creating a vision of a sustainable future and linking that to realistic planning and collaborative action today.
